Biography

David began his career in local government, where he specialised in Planning and Compulsory purchase work. In 1989 he moved into private practice, joining Field Cunningham & Co. in Manchester, acting for a number of household name house builders, and dealing solely with planning issues for them. During this period he developed a specialism in town and village green law for those clients, as well as for local authorities.

David joined Pannone LLP and headed the Planning team in the Real Estate Department, acting on a number of major developments.

Planning

The Planning team is able to advise on planning applications for any type of development and can bring together a team to address issues that may arise on applications, whether they are for a housing development or a retail park, industrial, commercial or personal, onshore or off.

A recent example of this is the granting of an outline planning permission for a business park near Wrexham, in which, working with a team of consultants from Matthews & Goodman, The Harris Partnership and SCP Highway Consultants, consent was secured for 65 houses.

David advises a major supermarket on its retail developments in the North West region, working with a team that includes JLL Planning Consultants, Cameron Rose –  Highway Consultants and The Harris Partnership. Together they have recently secured planning consents for five new superstores in the region.

David also acts for clients in regard to High Court challenges whether they be clients seeking to challenge the granting of a planning permission by a local planning authority by way of judicial review, a developer client making a statutory challenge under s288 of the Planning Act or representing a client who has the benefit of a planning permission that is challenged by a third party.

Welsh Planning Law

With planning being a devolved matter for the Welsh Government, there is substantial and continuing divergence between English and Welsh Planning law. David is able to provide advice on the application (and interaction) of both regimes. Aaron & Partners is able to provide advice in Welsh.
